Basically, the IOMMU Groups is a safety construct against PCIe P2P that done by the Linux Kernel. It mostly checks the capabilities (Like ACS) of the individual PCI Bridges along the PCI Topology to know to what other Devices an individual PCI Device could try to use PCIe P2P with, and groups those Devices that see each other together. Xen didn't had anything similar (Not sure now), so you could freely passthrough whatever you want.
